Josep Borrell, the European Union's foreign affairs chief, on Monday expressed hope that EU member states would agree to Ukraine using the weapons supplied to it for attacks on targets located within Russian territory.

Borrell emphasized that Ukraine should have the ability to use the provided weapons not just for defense but also to target those launching attacks. He expressed confidence that this issue would be revisited and voiced hope that member states would reach a consensus on it ahead of the meeting with EU foreign ministers in Brussels.
