"Last night, Russia again hit our cities. Civilians were injured, houses destroyed, and critical infrastructure damaged," emphasized Umerov on social media.
At the same time, he appealed to partners to lift restrictions on the use of the weapons donated to Ukraine against enemy military targets.
"Once again, it proves that to win, we need long-range capabilities and lifting restrictions on attacks on enemy military targets. Ukraine is preparing its response - domestically produced weapons," he announced.
The minister also extended his deepest condolences to the families of the victims of Monday's shelling.
Ukrainian President Volodymyr Zelensky earlier declared that Russia had attacked his country with over 100 missiles and nearly 100 drones.
In his view, Russian dictator Vladimir Putin "is sick, but he does what the world allows him to do."
The head of the Ukrainian state reported that most regions of his country were attacked and there are fatalities and dozens of injured.
