HUR reports that the Kremlin has instructed its agencies to increase activities aimed at destabilizing the situation in Ukraine and discrediting the country in the eyes of its partner states. Russian propaganda narratives include slogans such as "The West betrayed Ukraine" and "The Ukrainian government is illegal."
According to HUR, Russia is attempting to exploit the resumption of contacts with the US, which took place during a meeting between the delegations of both countries in Saudi Arabia on February 18. The goal is to deepen disappointment among the Ukrainian population and weaken international support for Ukraine.
Ukrainian intelligence emphasizes that these actions are not only aimed at destabilizing the internal situation but also at weakening Ukraine's position on the international stage. Russia seeks to portray Ukraine as losing on the front and as corrupt, intending to discourage partners from providing further assistance.
